Planning Commission Regular Meeting Minutes: December 13, 2016

Time: 6:00 PM

Place: Newfane Town Office, 555 Vermont RT. 30, Newfane, VT

Present: Lynn Forrest, Bob McCandless, Mike Young and Angela Sanborn.

Members of the public present: Gloria Cristelli, Newfane Town Clerk and Carol Hatcher, Newfane Selectboard member

I. The minutes of the previous meeting were read. Bob McCandless moved to approve them. Mike Young
seconded. All approved.

II. Added to the Agenda
Lynn Forrest presented a proposed Planning Commission budget for 2017. It was $2,500 in 2016, remaining the same
for 2017. Mike Young moved to approve the 2017 budget. Bob McCandless seconded. All approved.

III. Public Hearing
Lynn Forrest confirmed that the mailing of the Proposed Amendment to the Town Plan was mailed to all the statutory
parties on November, 12, 2016 which was within the 30 days as required by statute.

No suggestions for changes to the Proposed Amendment were received from any of the statutory parties. Gloria
Cristelli and Carol Hatcher spoke to approve the wording of the Amendment to the Proposed Amendment to the
Town Plan for VCD. There were no suggestions for changes to the Proposed Amendment by the attending members
of the public. Angela Sanborn moved to recommend that the Amendment to the Town Plan supporting Village Center
Designation be presented to the Selectboard for adoption. Mike Young seconded. All in favor.

Mike Young, Bob McCandless and Angela Sanborn agreed to attend the Dec 19th Selectboard meeting to present
the Proposed Amendment to the Selectboard and to address any questions they might have. Lynn will not be able to
attend.

IV. Old Business
Todd Fahey let the Commission know that after reviewing his current work and family responsibilities he would
not be able to participate as a PC member. The PC thanked Todd Fahey for his interest in the PC.
Angela Sanborn will contact residents of Brookside Village and set up a time for them to meet with the PC in
February.

IV. New Business
Lynn Forrest recommended all Planning Commissioners take the time to become familiar with the current TP. She
suggested writing down any questions, concerns or insights as the review process gets underway.
Lynn will contact Shannon to attempt setting up a conference call for Lynn and Bob to call in for meetings in
January. If not possible, the Commission will be on hiatus.

Gloria Cristelli volunteered to assist the PC regarding watershed/flood resiliency issues that affect the update to the
Town Plan. She is a board member of the Southeastern Vermont Watershed Alliance (SeVWA.) The State of Vermont
requires that flood resiliency be included in a Town Plan.

Lynn Forrest moved to adjourn the meeting at 7:03 PM. Bob McCandless seconded. All in favor.
