BUDGET MEETING MINUTES
October 30, 2017
BOARD MEMBERS PRESENT: Marion Dowling, Carol Hatcher, Mike Fitzpatrick, Gary Delius, Christopher Williams
OTHERS PRESENT: Shannon Meckle, Melissa Brown
The meeting was called to order at 6:00 p.m. by Todd Lawley, Chair.
ADDITIONS/AMENDMENTS TO THE AGENDA
With no objection, discussion of recent road damage and Town Office Sign Quotes were added to the Agenda.
TOWN OFFICE SIGN QUOTES
Two quotes were provided as follows:
Ed Brown: Repaint Sign similar to “Mercantile” sign in Grafton: $900.00 installed, or $800.00 uninstalled.
McCarthy Signs: Option A – repaint sign as currently designed with colors used for painting the building – $700.00 uninstalled.
Option B – paint over sign with white paint used to paint the building and install raised letters on the sign, painted with the green used on the building – $1,100.00 uninstalled.
Shannon will ask McCarthy if they can incorporate the logo into their design and Mike Fitzpatrick will ask Newfane Painters for a quote, incorporating the logo into the design.
The decision was tabled until the other quotes can be obtained.
The Board discussed the damage to the roads from the recent rain and wind storms. Melissa Brown will be applying for a line of credit to cover the repairs while the State works on the emergency funding.
Shannon noted that in an emergency, the Board can vote to suspend the bidding policy to allow phone bids, as there isn’t time to follow the 30-day bid process the policy calls for.
A motion was made by Gary Delius to suspend the bidding process for emergency road repairs and to expedite financing for those emergency repairs. The motion was seconded by Marion Dowling. The motion carried with four in favor and Mike Fitzpatrick abstaining.
The Board discussed possible names for dedication of the Town Report. A consensus was reached.
TOWN REPORT COVER
Carol presented her idea of the newly painted town office as the cover photo. Discussion ensued regarding the idea. Gary noted that the Board doesn’t want to give the impression that the building is complete.
Board members will brainstorm ideas for the next budget meeting.
2018 HEALTH INSURANCE PREMIUMS
Shannon presented information to the Board regarding the increase in health insurance premiums, beginning January 1, 2017.
After a lengthy discussion, a motion was made by Gary Delius to cover $1,868.33 per month on a family plan and $686.14 per month for a single plan for 2018. The motion was seconded by Mike Fitzpatrick. The motion carried unanimously.
The following dates were set for budgeting:

– November 27
– December 11
A motion was made by Gary Delius and seconded by Marion Dowling to adjourn at 7:20 p.m.
The motion carried unanimously.
