SELECTBOARD MEETING

MINUTES

AUGUST 28, 2017

 

BOARD MEMBERS PRESENT:    Gary Delius, Marion Dowling, Mike Fitzpatrick

OTHERS PRESENT:  Pete Novick, Shannon Meckle

CALL TO ORDER

The meeting was called to order at 6:00 p.m. by Gary Delius, Acting Chair.

ADDITIONS/AMENDMENTS TO THE AGENDA

The following amendments to the agenda were suggested:

  • Remove the Road Foreman’s/Road Commissioner’s Report
  • Adding WSWMD Report to the minutes, and not read aloud. Board will review and submit questions to Shannon.

A motion was made by Mike Fitzpatrick and seconded by Marion Dowling to accept the changes.  The motion carried unanimously.

MINUTES

August 7, 2017:  The minutes were reviewed. A motion was made by Mike Fitzpatrick and seconded by Marion Dowling to approve the minutes as presented. The motion carried unanimously. 

ROAD BUSINESS

ADMINISTRATIVE ASSISTANT’S REPORT

Please see attached report.

A motion was made by Mike Fitzpatrick and seconded by Marion Dowling to accept the  Administrative Assistant’s Report. The motion carried unanimously.

UNSCHEDULED MEMBERS OF THE PUBLIC

Daniels Hill Road:  Pete Novick, a resident of Daniels Hill Road in South Newfane was present to begin the process for requesting that the Town of Newfane take over the currently private Daniels Hill Road.  He presented a map showing the road and gave a history of the road and lots.

Discussion ensued regarding the process. The Board voiced their discomfort with making a decision without the Road Foreman and Road Commissioner not present. Gary Delius noted that as this is not a warned  item on the agenda, any decision would need to wait until a future meeting.  Shannon will put it on the agenda for September 18.

 

NEW BUSINESS

OLD BUSINESS

Employee Appreciation Day: Gary reported that in his discussion with Carol, she indicated that the work was done for the most part. The Board felt they needed more information from Carol.  Shannon will work to schedule a short meeting before the event.

CORRESPONDENCE:

  • VLCT News
  • Letter from Tom Dahlin regarding South Wardsboro Road. This item was  moved to the next meeting to allow for input from the Road Foreman and Road Commissioner.
  • Letter from NewBrook Fire Department regarding the closure of South Newfane/Williamsville Fire Department
  • VLCT Notice of Budget Workshop

PAY ORDERS

A motion was made by Marion Dowling and seconded by Mike Fitzpatrick  to approve the pay orders as follows:

  • Accounts Payable Warrant No. 18003 in the amount of $180,664.97
  • Accounts Payable Warrant No. 18004 in the amount of $1,858.55
  • Payroll Warrant No. 08/16/17 in the amount of $4,277.28
  • Payroll Warrant No. 08/23/17 in the amount of $3,996.81
  • Payroll Warrant No. 08/30/17 in the amount of $3,986.13

 

The motion carried unanimously.

ADMINISTRATIVE ASSISTANT’S REPORT

AUGUST 28, 2017

 

APPOINTMENTS: Merle has accepted his three year appointment as Zoning Administrator. I’ve put a reminder in the calendar for August of 2020 so it won’t be forgotten.  I’ve sent out appointment forms to the new Williamsville Hall member as well as the two new DRB members.

 

UNDERGROUND STORAGE TANKS:  I’ve recertified the Underground Storage Tanks for gasoline and diesel at the Town Garage. This is done every year for the State of Vermont.

 

SPEED SIGNS:  Todd and I have been gathering prices for different models of the speed signs that were budgeted for this year. There are so many different types and websites and retailers, it’s a lot to sort through.  I would suspect we’d have it narrowed down for the Board’s consideration by the next meeting.

 

JOB DESCRIPTIONS/PERSONNEL POLICY REVIEWS:  With the upcoming changes to the laws regarding leave time, I’m continuing to review Job Descriptions and Personnel Policies for discrepancies. These laws take effect in 2018.  I’ll be recommending some minor changes in the future.

 

SECURITY CAMERAS:  The security company came to look at an issue we were having with the parking lot camera and the problem seems to have been fixed.  He also backed the zoom out so that the entire parking lot is visible instead of just where the recycle bins were.

 

REPORT ON WSWMD

BOARD OF SUPERVISORS MEETING

AUGUST 10, 2017

 

FINANCIAL: June 30 end of fiscal year ended $92,228.69 over budget with a total deficit of $73,652.55.  With the cost savings of not hauling the bins, the forecast looks better for this year.

 

PASSES: Last year WSWMD sold 88 yearly passes to Newfane residents. So far in the new fiscal year, they have sold 134.  Sales of day passes is down considerably since the new prices went into effect.

 

IMPORTANT INFORMATION FOR TOWNS TO SHARE WITH RESIDENTS: If handicap assistance is needed, please request help at the scale house and they will unload materials for anyone that requires assistance.

 

MEMBERSHIP IN THE DISTRICT: Winhall has withdrawn from the District and Whitingham has started the process for withdrawing from the District.  They will now need to meet the State’s yearly requirements on their own.

 

SOLAR ARRAY:  Newfane signed up as an off-taker for the WSWMD solar project.  They will be sending out letters soon regarding a delay in construction.  A groundbreaking and presentation is tentatively scheduled for September 14.

 

HOURS OF OPERATION:   The hours at the District have been extended and are now:

Monday, Tuesday, Thursday, Friday: 7:00 a.m. – 3:00 p.m.

                                                Wednesday: 9:00 a.m. – 5:00 p.m.

                                                Saturday: 9:00 a.m. – 5:00 p.m.

 

ROLL OFF CONTAINERS BORROWED BY TOWNS:  Towns that have borrowed roll off containers will be receiving a Memorandum of Understanding in the near future outlining the conditions of the loan.
