CALL TO ORDER
The meeting was called to order at 6:00 p.m. by Marion Dowling, Chair.
ADDITIONS/AMENDMENTS TO THE AGENDA
There were no additions or amendments to the agenda.
November 19, 2018: A motion was made by Mike Fitzpatrick and seconded by Christopher Williams to approve the minutes. The motion carried unanimously.
November 26, 2018 Budget Meeting: A motion was made by Mike Fitzpatrick and seconded by Christopher Williams to approve the minutes. The motion carried with four in favor and Shelly Huber abstaining.
Road Foreman’s & Road Commissioner’s Report: See attached report.
A motion was made by Gary Delius and seconded by Mike Fitzpatrick to accept the report. The motion carried unanimously.
Marion Dowling commented that she got reports from a new resident about what a great job the Highway Crew has done during the winter storm that closed roads and knocked out power. Christopher Williams commented that the part time highway crew member has done an amazing job.
SCHEDULED MEMBERS OF THE PUBLIC
Planning Commission: Lynn Forrest, Angela Sanborn, and Bob McCandless were present to discuss recommended goals for the Selectboard, deriving from the Town Plan. Discussion ensued. The Board thanked the Planning Commission for drafting the recommendations.
The Planning Commission also asked for the Board’s permission to request that Vermont Rural Development come and visit Newfane.
A motion was made by Gary Delius and seconded by Shelly Huber to encourage the Planning Commission request a site visit from Vermont Rural Community Development. The motion carried unanimously.
School Property: Discussion ensued regarding what happens to school property once the school mergers are complete. If the taxpayers of the Town of Newfane no longer own the property, are the taxpayers responsible for the maintenance of the parking lot? Currently, the Highway Crew plows the parking lot and grades it in the summer.
The Board requested that Shannon write a letter to the Unified District and the NewBrook School Board officially inviting them to the December 17th Selectboard meeting.
BCTV Letter -A letter regarding funding was read into the record. Discussion ensued. The Board reviewed the template and instructions on filing. A motion was made by Gary Delius and seconded by Shelly Huber to complete the template and submit it on behalf of BCTV. The motion carried unanimously. Shannon will send a letter of support and put it on the website for others to submit letters as well.
SEVEDS – Winter Bulletin
A motion was made by Gary Delius and seconded by Shelly Huber to approve pay orders as follows:
• Accounts Payable Warrant No. 19012 in the amount of $69,032.26
• Payroll Warrant No. 11372 in the amount of $7,243.57
• Payroll Warrant No. 11371 in the amount of $5,390.45
The motion carried unanimously.
A motion was made by Gary Delius and seconded by Shelly Huber to adjourn the meeting at 7:15 p.m. The motion carried unanimously.
ROAD FOREMAN’S AND ROAD COMMISSIONER’S REPORT
December 3, 2018
1. The people from the state that do the ‘Road Safety Audit’ were in town last week and have looked at the village areas. They will be doing a report for us.
2. I have contacted Melanson Roofing Co. to look at the Williamsville Hall.
3. We spent all last week on cleanup from the storm Monday night. We had many roads closed for extended periods because of wires down.
4. We have Sanded and or Salted 16 days in November.
