MINUTES
JANUARY 7, 2019

BOARD MEMBERS PRESENT: Marion Dowling, Gary Delius (via speaker phone), Shelly Huber, Mike Fitzpatrick, Christopher Williams
OTHERS PRESENT: Jay Wilson, Shannon Meckle
CALL TO ORDER
The meeting was called to order at 6:00 p.m. by Marion Dowling, Chair.
ADDITIONS/AMENDMENTS TO THE AGENDA
There were no additions or amendments to the agenda.
MINUTES
December 17, 2018: A motion was made by Shelly Huber and seconded by Gary Delius to approve the regular minutes. The motion carried with three in favor and two abstentions.
December 3, 2018 Budget Meeting: A motion was made by Shelly Huber and seconded by Gary Delius to approve the budget meeting minutes. The motion carried with three in favor and two abstentions.
ROAD BUSINESS
Road Foreman’s & Road Commissioner’s Report: See attached report.

Christopher asked how much has been spent on the Sterling since the new truck was supposed to arrive. Jay estimated around $1,500.00. Jay will contact the company and see if there are any allowances.

Shelly asked for a copy of the Traffic Safety Audit to be forwarded to the Traffic Calming Committee.

A motion was made by Shelly Huber and seconded by Gary Delius to accept the report. The motion carried unanimously.

ADMINISTRATIVE ASSISTANT’S REPORT

See attached report.

A motion was made by Christopher Williams and seconded by Mike Fitzpatrick to appoint Doris Knechtel to do the reconciliation of the bank statements. The motion carried unanimously.

A motion was made by Shelly Huber to accept the report. The motion was seconded by Gary Delius. The motion carried unanimously.

NEW BUSINESS

Administrative Assistant Resignation: A motion was made by Shelly Huber and seconded by Mike Fitzpatrick to accept Shannon Meckle’s resignation, effective at the end of the day on Tuesday, March 5. The motion carried unanimously.

OLD BUSINESS

School Property: Shannon reported that the NewBrook School Board will be meeting on Thursday, January 10 and would like members of the Selectboard to attend. The West River Modified Union District will be meeting on Monday, January 14 and has invited the Selectboard as well. Mike was able to attend Thursday, January 10th as well as Marion. Marion can possibly attend the January 14 meeting as well.

CORRESPONDENCE

– Letter and response regarding recent rental housing inspection.

– Zoning Activity Report.

PAY ORDERS

A motion was made by Gary Delius and seconded by Christopher Williams to approve pay orders as follows:

• Accounts Payable Warrant No. 19014 in the amount of $87,473.17
• Payroll Warrant No. 11374 in the amount of $3,945.92
• Payroll Warrant No. 11375 in the amount of $6,328.47
• Payroll Warrant No. 11376 in the amount of $6,399.66
• Payroll Warrant No. 11377 in the amount of $6,131.83.

The motion carried unanimously.

ROAD FOREMAN’S AND ROAD COMMISSIONER’S REPORT
January 7, 2019

1. We have the finished ‘Road Safety Audit’ for Dover Rd. I will be reviewing the report and starting to implement some of the new signage they have suggested.

2. The rains storms have been causing many problems with water running out in the roads and then freezing. It has also required the use of lots of sand and salt.

3. I have a meeting with the river engineer tomorrow to look at the Monroe Bridge on Dover Rd. for some work around the abutments. I am also getting a price for other work on that same bridge that the VTRANS bridge inspectors suggested.

4. The new Western Star was delivered on Friday to the body company.

ADMINISTRATIVE ASSISTANT’S REPORT
JANUARY 7, 2019

Monday Holidays: The second meeting date in January (January 21) is on a holiday and the second meeting date in February (February 18) is also set for a holiday. What would the Board like to decide on those meeting dates?
March 4 Selectboard Meeting: Unless the Board has other business, would you prefer to hold a work session the night before Town Meeting to work out details of Town Meeting?
Reconciliation of Bank Statements: The position is vacant again. Doris Knechtel has expressed interest in taking the position. I would recommend that the Board appoint Doris to do the reconciliations for the same cost of $50.00 per session.
