Board of Civil Authority Minutes: October 24, 2022

Newfane, Vermont

Present: Committee Members: On Zoom: Steve Levine; In person: Carol Hesselbach, Priscilla Cotton, Chris Druke, Lynn Forrest, Katy Johnson-Aplin, Angela Sanborn

The Chair, Priscilla Cotton, called the meeting to order at 6:00 p.m. She explained that Carol Hesselbach, the Town Clerk, wants to add an item to the agenda.

Carol explained that she wants to add an item to the agenda regarding the list of voters that were added to the voter checklist since the March Town Meeting which she is providing to the BCA.

A motion was made by Angela Sanborn to add the item to the agenda. Seconded by Katy Johnson-Aplin. Motion passed unanimously. Item added to end of agenda.

Item 1 on the agenda: Voter Checklist application from Austin Sikes.
Carol explained the application she received from the VT Dept of Motor Vehicles to put Austin Sikes on the checklist has a residence address of 0 Sikes Rd and mailing address of a PO Box in Brattleboro. The letter that she sent to him asking for a better residence address came back as unable to find. Katy, Chris Druke, Lynn Forrest addressed the issue.

Carol made a motion that we deny the application, following the provisions in the Vermont Statutes. Seconded by Katy.

Priscilla asked if there was any discussion. No further discussion. All in favor.

Item 2: Appointing Assistant Election Officials.
Carol explained that she had learned that the BCA had to approve the appointment of Assistant Election Officials for each vote but that it could be accomplished by approving the appointment of the whole Voter Checklist. Chris, Carol, Lynn addressed the issue.

Carol made a motion that we appoint the whole voter checklist as Assistant Election Officials. Steven seconded. No further discussion.

Priscilla called for a vote. There were 6 ayes, 1 nay, no abstentions. Motion passed.

Item 3: Processing of early ballots.
Carol explained that we can agree to process the early ballots into the tabulator beginning now or just on the Monday before the election.

She explained that she is reluctant to suggest we just process them on the Monday because we need to have the road crew bring the tabulator stand to the fire station and it might interfere with that. Chris, Katy, Angela, and Lynn addressed the issue.

Katy made a motion that we process the early ballots into the tabulator from Nov. 1 thru Nov. 4. Seconded by Lynn. No further discussion. Motion passed.

Item 4: New voters on the checklist.
Carol passed out the list that she had previously emailed everyone. Discussion by Carol and Chris as to why the Town Clerk was required to give the BCA the list. If the members of the BCA see someone on the list who they believe should not be there the Town Clerk should be informed.

Angela made a motion to adjourn. Seconded by Lynn. The meeting was adjourned at 6:30 PM.
