Newfane Board of Listers – Minutes

Present: Doris Knechtel, Frank Suponski, Lynn Forrest
Absent: None

Lynn Forrest, having been elected on March 1, 2016, was sworn in by the Newfane Town Clerk.

The organizational meeting of the Newfane, Vermont Board of Listers was called to order at the Newfane Town Office, 555 Vermont Route 30, Newfane Vermont, at 12:30 pm on March 2, 2016.

Election of the Chairperson of the Board of Listers:

Nominations for Chairperson were opened. Lynn Forrest nominated Doris Knechtel to be Chairperson. Frank Suponski seconded the motion. There were no other nominations; nominations were closed. A voice vote was called; Doris Knechtel was unanimously elected Chairperson of the Newfane Board of Listers.

Election of the Secretary of the Board of Listers:

Nominations for Secretary were opened. Frank Suponski nominated Lynn Forrest to be Secretary. Doris Knechtel seconded the motion. There were no other nominations; nominations were closed. A voice vote was called; Lynn Forrest was unanimously elected Secretary of the Newfane Board of Listers.

Board of Listers Office Hours:

Frank Suponski made a motion to keep the Listers’ office hours as 9:30am to 12:30pm, Monday through Thursday. Doris Knechtel seconded the motion. There was no discussion. A voice vote was called; the motion carried unanimously to keep the Listers’ house as 9:30am to 12:30pm Monday through Thursday.

Other Business:

The Board discussed the status of the reappraisal work, digitized tax maps and the reappraisal budget. The appraisers, Matt Krajeski and Ryan Silvestri have finished the first group of properties out of six. They have been received well and are considered efficient. Frank Suponski has accompanied the appraisers on some of their appointments; Doris Knechtel, Lynn Forrest and Frank Suponski will accompany them during some visits to the remaining properties.

The current balance of the reappraisal fund is approximately $138,000 with an additional $13,000 in new funds expected from the State this year. There appears to be sufficient funds for digitized tax mapping after subtracting $115,111 for the reappraisal and new computer and software.

Lynn Forrest made a motion that the Doris Knechtel mail Requests for Proposals (RPFs) for digitized tax mapping. Frank Suponski seconded the motion. A voice vote was called; the motion passed unanimously.

The Board discussed Lister time and activities. All were in agreement that time spent as a single board member outside of the office for investigating properties or collecting and printing real estate listings, although useful, were not reimbursable for salary or mileage.

As there was no further business, Frank Suponski made a motion to adjourn the meeting.  Lynn Forrest seconded the motion. A voice vote was called; the motion carried unanimously. The meeting was adjourned at 12:46pm.
