The meeting was called to order at 6:01pm by Ken Estey.
ADDITIONS/AMENDMENTS TO THE AGENDA
Lynn gave an update on the Planning Commissioners Manual project. A motion was made by Lynn and seconded by Jane that the Planning Commission spend $227.00, payable to Minuteman Press for the Manual project. The motion carried unanimously by voice vote.
Commission reviewed minutes of 8/26/2021 regular meeting, 9/23/21 regular meeting, and 9/30/21 special meeting. A motion was made by Jane and seconded by Nolan to approve the meeting minutes of 8/26/2021 and 9/30/21 as submitted and the meeting minutes of 9/23/21 as amended. The motion carried unanimously by voice vote.

Newfane ARPA Funding Survey, Next Steps:
Commission discussed next steps for the Newfane ARPA funding survey. Commissioners reviewed bills related to conducting the survey. A motion was made by Lynn and seconded by Jane to approve for payment expenditures to process, print and promote the American Rescue Plan Act survey. The motion carried unanimously by voice vote.A motion was made by Kate and seconded by Jane to authorize the expenditure of $327.00 to purchase 60 vouchers that are $5.45 each for the first 60 survey respondents. The motion carried unanimously by voice vote. A motion was made by Lynn and seconded by Kate that the Commission will extend the survey return deadline to October 22, 2021, and will run a second ad in the October 16-17 weekend edition of the Brattleboro Reformer. The motion carried unanimously by voice vote.
Leland and Gray Student Engagement, Local Government:
Kate gave an update on the work being done to engage Leland and Gray students with local government.
Planning Commission budget request:
Ken explained need for the Planning Commission to develop its budget for fiscal year 2022-2023.
Broadband Update, Deerfield Valley Communications Union District:
Jane gave report on recent work with the Deerfield Valley Communications Union District board.
Development Review Board (DRB) update:
Lynn gave a brief report on recent/upcoming Newfane Development Review Board work.
After ARPA Survey, What’s Next?: Fall 2021, Winter, Spring 2022:
Commission worked on developing a list of priority items to be worked on next. Commission discussed Tiny Homes, Short Term Rentals, Floodplain Bylaw, the need to agree Zoning Bylaw to Town Plan, Enhanced Energy Plan, and more.
Letter received from Town of Marlboro notifying the Newfane Planning Commission of an upcoming hearing regarding changes to the Marlboro Town Plan.
A motion was made by Nolan and seconded by Lynn to adjourn. The motion carried unanimously by voice vote and the meeting adjourned at 7:55PM.
