CALL TO ORDER:
The meeting was called to order at 6:00 pm by Selectboard Chair Angela Sanborn.

MEETING WARNED:
Wannetta Powling confirmed that she warned about tonight’s Selectboard meeting.

ADDITIONS/AMENDMENTS TO AGENDA:  
None

Selectboard Chair Sanborn introduced Town Moderator Deborah Luskin to manage the meeting/hearing. After a brief explanation of operating the Rules for the Hearing and the reason for the meeting, Town Moderator Luskin proceeded with the first Article.  Three special guest speakers with knowledge of the cannabis issues.

NEW BUSINESS
ARTICLE I:
Shall the voters of the Town of Newfane Authorize Cannabis Retailers in the Town of Newfane pursuant to 7 V.S.A § 863? “Cannabis retailer” means a person licensed by the state Cannabis Control Board to sell cannabis and cannabis products to adults 21 years of age and older for off-site consumption.

Discussion
 Johnson –Aplin provided the strict regulations that must be observed to hold a Cannabis Retailer License.

Cindy Hayford explained that Towns would not be able to create their unique conditions for any Cannabis business; they are not allowed to have strict Zoning Enforcement or to treat them differently than any other businesses.

ARTICLE 2:
Shall the Town of Newfane voters authorize Retail Portions of Integrated Licensee operations in Town pursuant to 7 V.S.A. § 863? “Integrated licensee” means a person licensed by the state Cannabis Control Board to engage in the activities of a cultivator, wholesaler, product manufacturer, retailer, and testing laboratory in accordance with state law.

Discussion
During the discussion, an error came to light regarding the warning of the Special Town Meeting as an In-Person Vote. Johnson-Aplin and Golob volunteered to consult with the Cannabis Control Board (C.C.B.) and V.T. League of Cities & Towns (VLCT) the following day and provide information to the Town as soon as possible in regular notice locations.

ARTICLE 3:
Shall the voters Appropriate $250.00 to (WinDart) Windham Disaster Animal Response Team to focus on pet food distribution to food insecure pet families? (Social Appropriation missing from 2022 Town Meeting votes)

Discussion 
ARTICLE 4:
Shall the Town of Newfane voters appropriate the transferring surplus funds of $300,197 to cover the shortfall of taxes for the Fiscal Year 2023?
