Chris Cleverly made a amendment to move Kenolie to Road Foreman Report Marion Dowling seconded. Motion Passed.

Cleverly made a motion to enter Executive Session, Fitzpatrick seconded. Motion passed unanimously and board entered executive session at 5:05 and ended it at 5:22.
Motion was made by Cleverly to accept the application for Road Crew Athier. Johnson- Aplin seconded the motion. Fitzpatrick abstained. Motion passed.
Approval of the Minutes: Fitzpatrick made a motion to accept July 7th, 2025, Regular Meeting Minutes, Cleverly Seconded. Motion passed unanimously.
Road Foreman and Road Commissioner’s Report
Standard Report: The NRCS EWP project near the Green Iron Bridge in South Newfane started this week. Kenolie Campground reached out about signage for the south entrance to River Road. They were asked to send a letter to the board which is attached in your documents. Dowling asked about the cost of the signage Wilson states it is around $125.00. But states we can not put up signage on Route 30. Cleverly suggests we split
Paving Bids:
We only received one and it was from Sunapee Paving dba Springfield paving. Bid was accepted Cleverly made motion to accept the bid, Dowling seconded. Motion passed unanimously.
Administrative Assistant’s Report:
An in-person Public Information meeting with sheriff Mark Anderson has been scheduled to discuss policing in Newfane. The meeting will take place at the Newbrook Fire Station on Wed, August 6th at 5:30 p.m. The public is encouraged to attend and bring forward any questions, concerns, or topics related to local law enforcement. Cleverly mentioned to have us post this on Front Porch forum. Brown or Bristol will post.
The annual registration for the Towns Unique Entity Identification (UEI) number has been renewed. This registration is essential for the Towns’ ability to apply for and receive grant funding.
We have begun revising and updating all non-employee work agreements and contracts. These updated agreements are being mailed out to contractors and are mandatory for anyone performing work for the Town. This process ensures verification of valid workers’ compensation insurance, as required. The Vermont League of Cities and Towns (VLCT) conducts annual audits to confirm that we maintain all necessary documentation.
Additionally we are actively working to obtain updated certificates of insurance for any that are expired. The overweight vehicle permit list is also being updated as new permits are received.

o Windham County Sheriff Animal Control Contract for FY26 5:42pm Contract was signed with no changes, the amount charged matches the budgeted amount.
o Higher Ground Access Permit – Clean Up: Dowling made a motion to ratify the access permit for Higher Ground, Cleverly seconded. Motin passed.
