Johnson-Aplin made a motion to approve December 1st, 2025, Regular Meeting Minutes. Cleverly seconded the motion. Fitzpatrick abstained. The motion passed.

Johnson-Aplin made a motion to table the minutes until next meeting. Cleverly seconded. Motion passed unanimously.
ROAD FOREMAN & ROAD COMMISSIONER’S REPORT:
- Melissa and I met with Colin at WRC for the engineering proposal from Fuss & O’Neil for the Newfane Village sidewalk project. After consulting with Elise at Vtrans it was determined the estimate was too high. Colin is contacting the next engineering firm Stantec to get a proposal.
- We had to replace a garage door opener this past week, it was next to the last of the original openers.
- We shared the Sand/Salt shed design with another engineering company to see if there is any interest in coming up with a new design.
- We are still waiting for the hydraulic study for two squash culverts to see if we can repair the bottom of the culverts.

ADMINISTRATIVE ASSISTANT’S REPORT:
I received a response from VLCT Attorney Carl Andeer regarding the Newbrook Fire Department request. He confirmed that both the boot drop and the distribution of flyers at the Town Meeting are permissible. He noted that the Fire Department must keep a reasonable distance from the entrance and must not interfere with any person entering or exiting the polling place. Additional details can be found in the email attached to my report. (Greg Record is looking it this due to requirements needed from the State).
It is my understanding that we typically reach out to an organization to provide food at Town Meeting. In recent years, the Newbrook PTO has handled this. If the Board would like, I can contact someone from the PTO to see if they are interested in participating again this year. I was also considering reaching out to the Newbrook Fire Department, as they may be interested as well.
We received an email from a resident at Blueberry Circle that has concerns about the amount of trash that is scattered about the property. I have attached a copy of the ordinance along with a copy of the email for your review.
Tuesday, December 9, 2025 I received back the certified return receipt letter that was sent to Nancy Rysz regarding the impingement to the Town Right of Way. The letter was unclaimed by Ms. Rysz.
Rock River Terrace – Pat and Al Follow-up
Planning Commission – Posting of Agenda and Minutes. Should they have their own Zoom account or just forward us the agenda prior to their meetings and we can create and forward the Zoom links to them. Agenda’s will need to be received by the Admin 48 hours in advance for a regular meeting and 24 hours before a special meeting.
Johnson-Aplin made a motion to approve the Administrative Assistant’s Report. Dowling seconded the motion. The motion passed.

- Housing Grant Proposal- Cleverly made a motion to re distribute the ARPA funds originally put into the Housing Grant Proposal Program to other areas in need which would benefit all the residents. Fitzpatrick seconded. Motion passed.
