ROAD FOREMAN & ROAD COMMISSIONER’S REPORT:

  1. We have had some more dumping of trash in the gravel pit, we did get some names from the trash, and the sheriff’s department has the information.
  2. The white fog lines have been painted.
  3. The ANR Stormwater permit for the gravel permit has been posted and open for comment. Once that has been cleared the ACT 250 permit will proceed.
  4. We received most of the speed table for Dover Rd. in Williamsville. Later this week we should have the rest, it looks like it will take the better part of a day to install it the first time. It will need to be removed prior to the first snow so I think November 1st. Do you want to wait until spring at this point or put it down for only a couple weeks.
  5. We should have some bids for Ditch Stone and Gravel.

Discussion:

Wilson asked the Selectboard if they wanted him to install the speed table in the fall or wait until after winter.

After discussion, Dowling made a motion to install the speed tables in the spring. Johnson-Aplin seconded the motion. The motion passed.

Johnson-Aplin opened the bids for crushed gravel and ditch stone.

Crushed Gravel Bids

Derek Excavating – $28.78 CY (delivered)

A.S. Clark & Sons – $26.00 CY (delivered)

Ditch Stone Bids

A.S. Clark & Sons – $31.00 CY (4-8” ditch stone, delivered)

Lawley asked if Wilson wanted to look at the material before awarding the bids. Wilson said they currently have a stockpile at the Town Garage from both companies. Wilson also said he’s had to mix gravel from Derrig’s with A.S. Clarks & Son. Johnson-Aplin suggested awarding one to each company. Lawley stated he would prefer the higher-quality material despite the extra $2.00/yard.

Dowling made a motion to accept the bid from Derek Excavating for $28.78/CY for crushed gravel. Johnson-Aplin seconded. The motion passed.

Johnson-Aplin made a motion to award the bid from A.S. Clark & Sons for ditch stone for $31.00/yard. Dowling seconded. The motion passed.

Brown reported that the Brattleboro Retreat wishes to donate a 5-acre parcel located at Dover Road/Hunter Brook Road. The parcel can only be gifted to the Town, Girl Scouts, or Boy Scouts, and can only be used for camping or picnicking.

Lawley asked if the property would be removed from the tax roll upon acceptance; Brown confirmed it would.

Lawley recommended confirming whether the Retreat has offered the parcel to the Boy Scouts or Girl Scouts before making a decision.

The Board agreed to table this discussion until the October 20th meeting.

Committee Reports:

Steve Levine presented the Selectboard a quote from A2Z LP Services, LLC. Levine explained that Williamsville Hall downstairs can be heated to about 60 degrees when the temperature drops below 20-25 degrees. The rest of the hall is impossible to heat when the temperature drops to 20-25 degrees.

Due to the extra use of the hall, the WHC would like to increase the heating capacity by installing two direct vent propane heaters, one downstairs in the dining hall, and one upstairs on the right side of the stage. These heaters would supplement the heat that is currently there. The WHC would like to use the capital funds to pay for the heaters.

Lawley asked how much is in the Williamsville Hall Capital Fund. Levine said there was approximately $45,000.00. Brown Confirmed the amount.

Dowling made a motion to approve the request from Williamsville Hall for the use of Capital Funds in the amount of $8,700. Johnson-Aplin seconded. The motion passed.

Johnson-Aplin asked about propane tanks and refilling them for the new heaters. Levine said they currently have four large tanks, and they are being refilled by Superior Propane.
