2026 ANNUAL MEETING

The legal voters of the West River Modified Union Education District (the “District”), comprising the voters of the towns of Brookline, Jamaica, Newfane, Townshend and Windham are hereby warned and notified that all articles of business (Articles I-1 1) för the 2025 Annual Meeting will be voted byAustralian Ballot on Wednesday, April 8, 2026, at their respective polling places beginning at 9:00 a.m. in Brookline, 9:00 a.m. in Jamaica, 9:00 a.m. in Newfane, 9:00 a.m. in Townshend, and 10:00 a.m. in Windham. Polls will close in all such towns at 7:00 p.m. on the 10110wing articles of business:
Article 1:
To elect a Moderator.
Article 2:
To elect a Clerk.
Article 3:
To elect a Treasurer.
Article 4:
Shall the voters of the District authorize the Board of School Directors to borrow money by issuance of bonds or notes not in excess of anticipated revenues för the next fiscal year?
Article 5:
Shall the voters of the District approve compensation to the current Officers for their services during Fiscal Year 2027 in the following amounts:
Moderator: $250
Clerk: $2,000
Treasurer: $2,000
Article 6:
Shall the voters of the District approve compensation to the School Directors for their service during Fiscal Year 2027 in the amount of $1,000 Directors and $1,200 for the Chair of the School Board?
Article 7:
Shall the voters of the District set the date of 2027 Annual Meeting as the First Tuesday of April?
Article 8:
Shall the voters of the school district approve the school board to spend $15,368,313 which is the amount the school board has determined to be necessary for the ensuing fiscal year’? The West River Educational District estimates that this proposed budget, if approved, will result in per pupil education spending of $16,458, which is (2.69%) higher than per pupil education spending for the current year.
Article 9:
To elect one (l) “at-large” school director who is a resident of the District for a three- year term.
Article 5:
Shall the voters of West River Modified Union Education District authorize moving the operational surplus, if any, from Fiscal Year 2026 to the Operational Reserve Fund’?
Article 11:
Shall the voters of West River Modified Union Education District authorize the School Board to withdraw money from the Operational Reserve Fund to offset the Homestead tax rate, but not more than $350,000?
The legal voters of West River Modified Union Education District are further notified that voter qualification, registration and absentee voting relative to said annual meeting shall be provided in Chapters, 43, 51 and 55 of Title 17, Vermont Statutes Annotated.

Upon closing of the polls, the ballots will be delivered to Townshend Town Hall to be commingled and counted by local town election officials who shall transmit the voting results to the Clerk of the West River Modified Union Education District, who will then tabulate and report the final results for the District.
Informational Hearing
Said persons and voters are further notified and warned of a public informational hearing on Monday, March 30, 2026, at 7:00 p.m. Pursuant to 17 V.S.A. the hearing is to discuss and provide voters information on Articles 1-11. Voters and interested persons can access and participate in the meeting in person at L&G or remotely by using this link:
